If you want a snug fitting bracelet, measure your wrist and then add on an extra inch. This extra inch allows room for you to add charms.  If you prefer a looser bracelet, something you can slip over your hand, then add an extra inch and a half to two inches. This may seem like the bracelet is too loose to start, but the idea is to leave some extra room for additions in the future.
